This is a perfect example of propoganda. I guess they just wanted to make the kids feel like they could save themselves. If you see the flash, you are dead. If that were a real atomic bomb, Tony would be dead. "Even a newspaper can save you from a bad burn."

South Park and Fallout made fun of this, but they are correct: There is no way to cover from Thermonuclear weapon. You die or you don't die, but indeed it's better to duck and cover than to yell and run around..
Bomb shelters is the answer, I say. In my country there are hundreds of bomb shelters, which are huge help in such situation. Compare to "Vaults" of the Fallout game series. It's like Kngiht #1 is hitting Knight #2 with a mace, but "2 take cover behind your shield and survives.
