Actually you can do this mission the easy way or the hard way. If you want to do it the hard way use the cop car next to the garage where you change your clothes with the 2 officers.
For the easy way just use a normal vehicle, the cops won't notice it, place the bomb, jump into the car, leave Lance behind and go to the nearest Pay and Spray. When you don't have any wanted stars, go and pick up Lance to complete the mission at the Vercetti Mansion.
Saves you a lot of trouble. =]
