That's nonsense. Bombing cities was never part of the German grand strategy in 1939. Unlike the British, Germany only had small medium ranged bombers designed to support ground troups like the Heinkel 111. They tried to limit their attacks to industrial,military and strategic targets, which was very difficult given the technology available at the time. This resulted in much collateral damage which Allied propagandists took full advantage of.

So when german bombers bombed Warsaw, Rotterdam, and London, this was not part of a strategy. Those targets had no military value except to spread terror. What about the terror weapons later in the war? V1 and V2? how do you rationalize those? What germany sowed they reaped in the end in the form of 1000 bomber raids over their cities. The Heinkel 111 and the JU88 and DO217 were premier bombers for their time. By the time of the war they should have been replaced but germany had far greater production needs than a 4 engined bomber.

These targets had strategic values. The first raid on London was caused by a pilot's navigational error, the true target was the dockyard. V1 and V2 were retalitions for allied terror bombs. There are two sides to every story, most people today learn their history from watching movies.
