Two F-16s did a low-level flyby over me in PA recently and I didn't see (or hear) them coming.. it scared the shit out of me! God help you if they're coming to drop bombs on you!
The F-16 is an amazing work of art, although there are much better choices for planes to fly at ~10' above ground...
F.Y.I., for the most part, these planes were about 30' above the ground, about the height of a 2-story house.
