This is not native American chanting, but the 'joik' of Europe's last indigenous population, the Sámi people (aka Laplanders). The man joiking is from Kárášjohka in northern Norway. The Sámi joik is Europe's oldest surviving vocal tradition.
Virigin Record is facing litigation for copyright violation. They have used the music without the singer's permission, and falsely portrayed it as native American.

did u know that they are speculating if the sami people, the native americans (indians), the finnish, sibirians and the hungarian people were in a simular culture for thousands of years ago;) thats really interessting, because their culture as u can see are not so different;)

"Ly-o-lay-ale loya" may or may not have a meening. But the singer does not speak any native American language, as far as i know. The yoik means what you want it to mean. The lysrics (dajahusat) has been removed by Virgin to hide the origin of the recording (Northern Scandinavia, not America). The original title is 'Normo Jovnna Luohti' which means 'John Normo's yoik'. It is in memory of a man with that name. You can find the full yoik on youTube if you search for AIGI (Aigitheband).

The lyrics is removed but was in the northern Sámi language. Look up "Sami languages" on Wikipedia. The lyrics started by "Garra lei mu Jovnna..." which rougly means "my John was a hard man..." This yoik is in memory of a man named John Normo. Here you only get to hear the pentatonic chant of the yoik, not the verse. It is difficult to translate what "Ly-o-lay-ale loya" means, but it is not native American language. (I'm running out of space, so I make a second post.)

The yoik is Europes oldest vocal tradition. It is used to memorize persons and places, and was also an important part of the Sámi people's shamanistic religon (replaced by Christianity around 1850 or so). According to traditional belief, the yoik is not about a person, the yoik becomes the person. When a sámi yoiks, the presence of the person or place being yoiked can be felt. That is how it serves to keep memories alive. Yoiks were prosecuted as sorcery for a very long period.

A completely different use of yoik, was that of Sámi shamans (the 'noaidi') to enter trance. When in trance, the spirit of the shaman would leve his body and travel to distant places or the underworld ('Saivo'). In Saivo, the shaman could negotiate with the divine spirits to heal the sick or wounded, and find out which offering they demanded in return.
