There are always going to be rogue elements within the CIA or any security oriented body of any nation. By nature, given the ability to take certain liberties for the furtherment of national security will undoubtedly invite a certain level of corruption from time to time and yes it's unfortunate but intelligence and national security is necessary. Human nature contributes to corruption also. It's therefore important to maintain a rigorous vetting of agents to weed out the ones that go bad.
